EVENDALE POLICE-FINANCE-ADMINISTRATION
COMMITTEE MINUTES
December 4, 2007
Members present were: Council member: Jeff Albrinck, Chairman; Council member: John Ranz and Council member: Bill Puthoff. Also present was the Chief Financial Officer, George Snyder and Police Chief, Gary Foust.
The meeting was called to order at 7:30.
I. POLICE DEPARTMENT
1. This years police officer of the year will be Rick Vonderhaar. He won the award in 2002. The award will be presented at the annual Chamber of Commerce/St. Rita=s dinner.
2. The specialist for 2008 have been named and the list is attached to these minutes.
3. New Officer, Joel Ward is coming off of probation and will be promoted to a permanent police officer. Chief Foust informed the committee that he did extremely well during his probationary period.
II. FINANCE COMMITTEE
1. The 2008 budget was discussed in open counsel. Council committee previously discussed the capital expenditures and there were only a few clarifications on the 2008 budget regarding how Gorman Farm operates.
2. Health insurance - The Village received a notice from their medical provider to expect a 46% increase in 2008. Mr. Snyder informed the committee that they are continuing to shop and work to lower that number as it is clearly unacceptable. The committee had a short discussion about the various options in addressing this out of control issue. The committee discussed getting this on the agenda for March or April of 2008 to once again start analyzing and reviewing options.
3. Litigation update - This litigation resulted from the Officer Curry pursuit down Reading Road. Currently they are through depositions and a Motion for Summary Judgment has been filed on behalf of Officer Curry and the Evendale Police department. Counsel for both expected to be successful on the Motion and dismissed from the case. The trial has been set back pending a decision from Judge Kubicki.
4. Update on Sgt. Asbrock - This is a workers= compensation appeal. He has an allowed claim from several years ago. Although the claim was allowed for herniated disc, the recurrence is being challenged by the Bureau of Workers= Compensation. The villages= doctor has expressed his opinion that it is related to the original injury and we are not contesting the re-activation of this claim. Sgt. Asbrock is scheduled for surgery on December 19.
5. Village crossing=s closing - Mr. Snyder informed us that the closing on the approximately 4 acres of Village Crossings will be on December 5.
6. A short discussion occurred regarding the investment policy. Currently, there are a few million dollars in short-term cash pending the closing on Village Crossings Over the last several months this money was pulled out of the bond ladder. All other funds are invested consistent with our investment policy.
7. Mr. Ranz asked about the PENN Alert process. The questions resolved around the emergency up on Giverny a few months ago. Mr. Ranz had a few residents question the effectiveness due to a few minor glitches. Chief Foust was aware of the reasons why those glitches occurred and is currently evaluating corrections.
On motion by Bill Puthoff, second by John Ranz. This meeting was adjourned at 8:25.
